Treaty of

Measures

Tientsin provides that

for

the

suppression

of Piracy be taken in conent

by

the British and Chinese Governments; until these measures shall have been

carried out. I fear the Tande of Stonghong (and indeed of

the whole South of

china)

will continue to suffer constant

and serious injury.
